Lately I've seen a number of caches submitted that violate one or more guidelines on geocaching.com, and often I'll get a response back citing other similar caches. Please note that no published caches set a precedent for future cache placements. Some caches may have been placed before a guideline was set or changed, or there may be other non public information about a cache that makes it ok for one reason or another.
If you truly believe a cache violate some guideline, then I would encourage you to report it using the "needs archived" note. While you can certainly email me privately, I really prefer a public note so it doesn't look like it is the big bad reviewer archiving caches on a whim. A note from the community and people that have actually found the cache carries a lot more weight than my personal opinion.
I prefer not to act on "if my cache can't be published, then you need to archive these as well" email notes, as I don't know if those are being done out of spite or if there are clear violations. I don't always want to be the mean reviewer in these cases.
