Responsibilty for cache placement

Had a couple of recent incidents involving FTFs that turned out to be caches on property where it was either private or no caches were allowed.  I've been assuming if a cache gets published, it's okay to go after it, but I wouldn't want to end up arrested!  I will go after a cache unless I actually know that there might be an issue about its location.  So I'm thinking the responsibility on whether or not a cache is allowed is not on admin, but on the cache hider.  Ultimately, I suppose it's on the cache finder!

I suppose that if NY Admin is taking one half of the state, and Sapience Trek is taking the other half, there is only so much they can know about the locations, and only so much they can remember about each town. While it should be up to the cache owner to check out the location and get the required permission, there are plenty of times when I know they don't do that.  Ultimately, it's up to the cache seeker to make sure they are in a safe location, not trying to get to a cache without proper preparation, or experience.  If I don't think I'll be safe somewhere, I won't go for it.

After all, every cache owner has claimed that they received appropriate permission when they submit their cache. It's right there at the bottom: You have to click "Yes. I have read and understand the guidelines for listing a cache." and "Yes. I have read and agree to the terms of use agreement."
